Adoption and Foster Care Rights for Gays

A new study by the Williams Institute, a UCLA think tank concerned with sexual orientation and public policy, found not only that gay couples are still discriminated against when it comes to foster care and adoption but also warns that a ban on gay and lesbian foster care, such as has been proposed various states, could cost states up to $27 Million Dollars and a national ban up to $130 Million Dollars.

I just have one question. What is the argument for thinking that a government run foster care program dealing with thousands of abandoned children can take better care of them than a couple who is willing to care, provide for and love a child by their own choice?
